West Hayden Economic and Environmental Foundation Study

Summary: Cardno ENTRIX is conducting environmental and economic foundation studies to inform a public process regarding the future annexation and land use of West Hayden Island (WHI). WHI, located in the Columbia River just east of the confluence with the Willamette River, is an undeveloped natural area that has significant value for recreation, resource conservation, and marine industrial uses.

In this study, Cardno ENTRIX is evaluating the suitability and unique attributes of the site from an economic and environmental perspective. The integrated approach includes assessing the ecosystem service values of the site, the recreation value of the site, as well as the marine industrial value of the site. Ecosystem service values under consideration include carbon sequestration, wildlife production, water quality, air quality, flood control, and recreation. Current recreation is being valued, and future potential development options are being evaluated. The site is also being examined for its potential to provide facilities to meet future marine cargo growth.
