Sunstone Pipeline Cultural Resources Survey

Summary: The Sunstone Pipeline Project consists of an approximately 590-mile long natural gas pipeline that will cross through southwestern Wyoming, southern Idaho, and northeastern Oregon. Cardno ENTRIX was retained by Sunstone Pipeline, LLC, and Natural Resource Group, LLC, to conduct a cultural resources study for a 178.6 mile segment of the pipeline that passes through Malheur, Baker, Union, and Umatilla counties, Oregon. The Sunstone Project is regulated by the Federal Energy Regulatory Commission (FERC) under Section 7(c) of the Natural Gas Act (15USC 717). As such, the project is subject to review under the National Environmental Policy Act (NEPA) and Section 106 of the National Historic Preservation Act (NHPA) (16 USC 470) and it?s implementing regulations (36 CFR 800).
For the cultural resources survey Cardno ENTRIX is responsible for the following tasks: 1) literature review and preparation of geographic information system (GIS) shape files of previously recorded sites and previously conducted cultural resource surveys; 2) preparing a survey work plan for the project; 3) participating in meetings with the Bureau of Land Management (BLM), the Oregon State Historic Preservation Officer (SHPO), and the Forest Service; 4) performing a cultural resources identification survey for both archaeological and architectural resources and preparation of geographic information system (GIS) shape files of newly recorded sites; 5) performing a cultural resources evaluation on properties within the APE that are recommended as either eligible or potentially eligible to the NRHP as well as recommend avoidance, minimization, or mitigation measures.
