Soboba Fee to Trust EIS

Client: Soboba Band of Luiseno Indians

Summary: The Soboba Band of Luiseno Indians proposes the transfer into trust status 34 parcels aggregating to 534.91 acres currently held in fee title. The Band also wishes to relocate its existing Casino, on trust land, to the land proposed for trust status. In addition to the Casino, the property will be developed with a hotel, convention center, and retail enterprises. The fee-to-trust process involving gaming requires the preparation of an Environmental Impact Statement (EIS) under NEPA, for which the Bureau of Indian Affairs is the lead agency. The key issues analyzed within the Draft EIS include potential impacts of the project on traffic, governmental juridictions, public safety, and on the economies of the San Jacinto and Riverside County areas. Cardno ENTRIX is the prime contractor for this ongoing study and underlying analyses.
