Enloe Dam FERC Licensing Project

Summary: The Okanogan Public Utility District (PUD) No. 1 retained Cardno ENTRIX to lead the development of a license application to the Federal Energy Regulatory Commission (FERC) for the Enloe Project, a small hydroelectric facility on the Similkameen River, near the Canadian border in Northcentral Washington. As part of the cultural resources portion of this project, Cardno ENTRIX evaluated archaeological and historic resources in the area of potential effect (APE). Previously listed National Register resources in the APE include the Enloe Dam and Powerplant. Cardno ENTRIX was delegated authority by FERC and the PUD to lead the Section 106 consultation with DAHP and the Colville Tribe. Cardno ENTRIX also led the Cultural Resources Working Group, which met monthly to discuss cultural resources issues related to the project. Working Group members include representatives from FERC, BLM, the PUD, Cardno ENTRIX, Confederated Tribes of the Colville Reservation, and DAHP. To date, Cardno ENTRIX architectural historians have conducted an inventory of historic resources 50 years of age or older and prepared Department of Archaeology and Historic Preservation Historic Property Inventory forms. Archaeologists have conducted a pedestrian survey and have completed testing of selected sites. Cardno ENTRIX has completed the Section 106 Technical Report and Determinations of Eligibility. Cardno ENTRIX also prepared a Historic Property Management Plan. The Cardno ENTRIX Cultural Resources Management group also completed both the visual analysis and the cultural resources section of the license application.
