Conservation Tools: An Evaluation and Comparison of the Use of Certain Land Preservation Mechanisms

Summary: Cardno ENTRIX assisted in the evaluation of various land preservation mechanisms by developing a financial model to compare the costs associated with eight different land preservation mechanisms. The study, cost analysis model, and report were prepared for the Washington State Recreation and Conservation Office pursuant to SHB 1957 (2009), and Cardno ENTRIX was a sub-consultant to Gordon Derr LLP. The report provided a framework for comparing land preservation mechanisms under the influence of legal, practical and economic circumstances. The construction of this framework and the corresponding Cardno ENTRIX Preservation Cost Analysis Tool (EPCAT) led to several general conclusions about the benefits and risks of land preservation mechanisms.
