Chevron/Port Pelican LNG Terminal Environmental Permitting, Gulf of Mexico

Summary: Cardno ENTRIX assisted ChevronTexaco?s International Marketing and Business Development Group (CTIMBD) with planning and permitting for the Port Pelican LNG receiving and regasification terminal in the Gulf of Mexico, offshore of Louisiana. We wrote the Environmental Report to support CTIMBD's Deepwater Port Application (DWPA). This document used a format very similar to FERC environmental reports and addressed the potential environmental effects of construction and operation of the terminal.

During the planning process, Cardno ENTRIX prepared an Environmental Roadmap that described the required environmental approvals, licenses, and permits, identified environmental data requirements, developed a timeline and budget to collect the data and prepare the application, and estimated the cost for the post-filing environmental effort. We also assembled a list of non-governmental organizations that would potentially have interests in the project and the issues that they would likely champion. Our approach provided guidance for advancing permit applications with sufficient flexibility to address the concerns of the United States Coast Guard (USCG), FERC, and other agencies that could become involved in project review.

The DWPA application was submitted almost 2 months ahead of the initial schedule.
