Ms. Baldrige is a Vice President and Strategic Director for Water Resources within Cardno ENTRIX. An ecologist by training, she earned her Master's in Fisheries from the University of Washington. Over her 30-year consulting career, she has worked on water projects of all sizes. She is particularly skilled in assisting clients develop strategic pathways to their goals, while anticipating and avoiding obstacles, and ultimately achieving sustainable resolutions acceptable to the wide variety of stakeholder interests associated with water projects. Throughout her career, Ms. Baldrige has worked extensively with water companies, agricultural interests, water and electrical utilities, city and county governments, state and federal agencies, landowners and multiple Indian Tribes. Currently, she is engaged in projects involving the water allocation between endangered species and water supply, Indian Tribe water rights, hydroelectric project licensing, and environmental evaluations under the National Environmental Policy Act and various state environmental processes. In addition, she is providing expert witness testimony and consulting services for water rights applications in the western states.

Mr. Jones is a water expert and professional geologist with over two decades of experience in geology, hydrogeology, geochemistry and water quality issues specifically, the protection of major springs in Florida and the development of sustainable water supplies. He has extensive expertise in water supply planning, including the implementation of innovative water supply projects and water conservation programs for local governments, utilities, water supply authorities, and agricultural and industrial operations. Prior to Cardno ENTRIX, Gregg spent 22 years with the Southwest Florida Water Management District, most recently as Director of the District's Water Supply Planning Department where he oversaw water supply planning, the establishment of minimum flows and levels, and various resource assessment programs. Mr. Jones holds a B.S. in Geology from Florida Atlantic University, and an M.S. in Geology/Geophysics from the University of South Florida, where he is currently working toward his Ph.D.

Mr. Leonard is a senior project manager and Certified Fisheries Scientist with over 25 years of consulting experience. He also is a nationally recognized expert in hydroelectric project licensing, NEPA compliance, and watershed studies. He has expertise in instream flow studies of large rivers that require modeling complex hydrologic and fisheries issues and assessing multiple operations scenarios. His watershed experience includes watershed characterization and design, GIS mapping and analysis, water quality, hydrologic analysis, stream habitat and biological assessment, non-point source pollution BMPs and control strategies, as well as managing expert panels and consensus-building. Mr. Leonard also has served as expert witness for water withdrawal and permitting cases, provided expert testimony preparation for instream flow issues and water adjudication, and provided technical review of the work of others for hydroelectric and other water resource projects. In addition, Mr. Leonard has 24 published peer-reviewed papers. He holds a B.S. in Aquatic Science/Biology from Alleghany College and an M.S. in Fisheries Science/Statistics from Virginia Polytechnic Institute and State University.

Mr. Rudd is a civil and environmental engineer with nearly two decades of experience in water resource and restoration projects, and construction management. He has served as a project manager or project engineer for a variety of engagements, encompassing watershed management, stream and wetland restoration, dam design and construction, land development (including subdivision, university and agricultural projects), dredge water quality and soil remediation. Additionally, as technical director of the firm's Restoration Engineering and Geomorphology Group, he provides senior leadership and technical review on all erosion control, municipal improvement, and habitat restoration projects, and is responsible for business development in the western division. Mr. Rudd has extensive experience in hydrology, erosion and sediment control, culvert and storm drain design, survey office and field activities. His construction management experience includes complex dewatering and water handling systems, BMP design and installation, utility relocation, permitting, and all aspects of contractor negotiations and payment. Mr. Rudd earned his B.S. in Agricultural Engineering from California Polytechnic State University San Luis Obispo, and is a registered professional engineer in California and Nevada.

Mr. Thomson's more than 30-years of professional background and education provide a broad base of experience in environmental analysis, water resource management, regulatory issues and project management. He has extensive knowledge of local, state and federal regulations and policies, and a detailed understanding of the roles and responsibilities of governmental agencies at various levels. His work addressing water needs and resources includes technical work involving terrestrial and aquatic ecology, groundwater and stormwater management, and program management for both public-sector and private-sector clients. More specifically, he has led large-scale and controversial projects addressing the need to balance ecosystem and species protection with water supply on the Lower Colorado River; managed water transfers from agricultural to municipal/industrial use; and conducted environmental impact analyses and sensitive species conservation relating to other watersheds in the West. His experience also includes the preparation of defensible environmental impact analyses, endangered species compliance documents, and environmental restoration planning efforts on large and small projects for water clients, the Department of Defense, and the Department of Energy. Mr. Thomson earned a B.S. in Zoology and his M.S. in Ecology from the University of California at Davis.

Dr. Abbe is a Technical Director and Vice President with Cardno ENTRIX, leading up a team of earth and environmental scientists and civil engineers. He is a licensed engineering geologist and hydrogeologist who specializes in earth surface processes, landscape evolution and restoration of stable landforms. Dr. Abbe is an internationally recognized geomorphologist who has been responsible for major progress in river science and restoration. He has published over two dozen scientific and engineering papers and widely cited in the literature. He has 25 years of experience around the world working on land reclamation, river and coastal restoration, flood protection, water resources, water quality and land management. Dr. Abbe has led numerous studies involving geologic mapping, surface water runoff, erosion assessments, sediment transport, contaminated sediments, site restoration and environmental impact analyses. He has worked on sites throughout the United States and in climatic regions extending from Alaska and Canada to the tropics in Hawaii, Haiti and Bolivia. He has led geologic elements of major EIS reports regarding large infrastructure and mining projects. Dr. Abbe has acted as an expert witness in cases involving landscape and water resource response to landuse activities. He is sought for his expertise in predicting landscape response, particularly erosion and shoreline changes and his proven track record of innovation and problem solving. Dr. Abbe holds a Bachelor of Science from the University of Vermont, a Masters of Science from Portland State University and a PhD from the University of Washington. He is on the faculty at the University of Washington as a part-time lecturer.
