Dr. McKusick has over 36 years of experience in natural resource economics research and project management. His work includes economic analysis of water resources, benefit-cost analysis, economic base studies, transportation pricing, land-use analysis, comprehensive natural resource planning, water and energy conservation, agricultural development, and damage analysis and valuation. He is a nationally recognized expert in water and natural resource planning and evaluation, and has testified in numerous litigation cases, involving Indian water rights, economic feasibility, energy development and use, agricultural damages, ESA, interest rates, beneficial use of water, and water allocation. He has also served as an economic expert and technical team leader for negotiations related to water rights, damage claims, water leasing and marketing, and land settlements. He holds a B.S., M.S. and Ph.D. in Agricultural Economics from University of California (Davis).

Doug MacNair, Ph.D.

Dr. MacNair has over 25 years of experience as an environmental economist with an extensive background in natural resource damage assessment (NRDA) work. He has managed numerous human-use NRD assessments and designed recreational surveys, involving large-scale data collections, complex econometric models, and participated in negotiations with trustees. Dr. MacNair has also participated in several property diminution and unjust enrichment cases, including the evaluation of the impact of groundwater contamination on residential property values. In addition, Dr. MacNair, uses multi-criteria decision analysis to help clients manage business sustainability by evaluating and prioritizing financial, human-health, environmental, and reputational risk. His project work spans watershed protection, land-use planning, water resources, environmental liability management, capital budgeting, and worker health and safety. Dr. MacNair's research has been published in Land Economics, Forest Economics, and Marine Resource Economics. Prior to specializing in environmental economics, Dr. MacNair served as Associate Director, Economic Research for NASDAQ, the over-the-counter stock market. He holds a B.A. in History from State University College at Fredonia, an M.A. in Applied Economics from the University of New York, Binghamton, and a Ph.D. in Economics from North Carolina State University.

Duane Paul, Ph.D.

Dr. Paul has 35 years of experience in financial analysis, agricultural economics, industry and resource analysis, benefit-cost analysis, land-use planning, and environmental analysis. He has spoken before many audiences and has testified as an expert witness before the California State Water Resources Control Board. Since joining the firm in 1991, Dr. Paul has directed or participated in over 100 major studies. These projects have included critical issues of resource use and efficiency, environmental impacts, benefits and costs, economic and social impacts of resource shortages, and policy analysis. Dr. Paul also has directed studies to analyze the economic impacts of legislation at the federal and state levels. He earned his M.S. and Ph.D. in Agricultural Economics from the University of California (Davis) and holds his B.S. in Agricultural Management from California State University.

Theodore D. Tomasi, Ph.D.

Dr. Tomasi specializes in the valuation of natural resources and environmental change, and assessing the impact of risk and uncertainty on the value and use of natural resources. He has participated in roughly 30 oil spill and contaminated site damage assessments, providing NRDA strategy, litigation support, expert testimony on natural resource values, and cooperative damage assessment. More specifically, Dr. Tomasi's work has involved valuing losses of recreational use, population modeling for wildlife injuries and contributing to the development of widely-used scaling techniques such as Habitat Equivalency Analysis (HEA) and Resource Equivalency Analysis (REA). Additionally, he has contributed to the development of Net Environmental Benefits Assessment (NEBA) as an innovative tool for choosing remedial options at CERCLA and RCRA sites. Dr. Tomasi is the co-author of two books as well as multiple book chapters and journal articles. Prior to Cardno ENTRIX, Dr. Tomasi served as an Economics professor at the Universities of Minnesota, Michigan and Delaware, and Michigan State University. In addition, he has consulted to international agencies, industrial clients, and state and federal governments. He earned his Ph.D. in Economics from the University of Michigan and holds both a Masters in Economics and a B.A. in Environment and Public Policy from the University of Colorado.
